Can you get a varicose vein in your eyelid?

there is a vein in my right upper eyelid that protrudes a lot when i bend my head down or when i get hot or exercise, i know that veins pop out when you exercise but i think this is different. i haven't had it forever but it really bothers me because it is so thick and unsightly. i am asian so my eyelids are not creased. which specialist should i go see?
