When you get a pedi, are they supposed to charge extra to remove callus? Or is it part of the pedi? Plz help!?

It was my first time getting a pedi. I hate people touching my feet but I had to do it for a special ocion. It was a man who did it and he asked me if he would like him to remove the callus so it'll be a little smoother. I said sure, then he said for $5.00. Since it was a special ocion, I said yes. But then I thought that maybe it should be included with the whole pedi. Any help would be great? I'd like to know if he screwed me over or not. LOL.
